India-Norway Maritime Cooperation in 2025

Union Minister Sarbananda Sonowal engaged with the Norwegian Shipowners Association to explore investment opportunities in India’s maritime sector. This initiative aligns with India’s broader vision for maritime growth known as MAHASAGAR. This vision emphasizes sustainable development and international collaboration in shipping and ocean business.

MoU Signing for Polar Research Vessel

A Memorandum of About (MoU) was signed between Garden Reach Shipbuilders and Engineers Limited (GRSE) and Norway’s Kongsberg. This agreement marks the first step towards building India’s indigenous Polar Research Vessel (PRV). The vessel will be equipped with advanced scientific tools. It aims to facilitate research in polar and oceanic environments, contributing to global scientific knowledge and climate change efforts.

MAHASAGAR Vision Explained

The MAHASAGAR initiative builds on India’s SAGAR vision. SAGAR stands for Security and Growth for All in the Region. MAHASAGAR aims for mutual and holistic advancement in maritime security and growth. It focuses on economic cooperation, capacity building, and environmental sustainability. The initiative seeks to leverage India’s extensive coastline and maritime heritage for regional prosperity.

International Ministerial Meeting

Sonowal represented India at a high-level meeting titled “Role of Shipping in Shaping the Future.” This meeting included ministers from Brazil, Japan, the United States, China, and Norway. The discussions centred on establishing a stable regulatory environment for sustainable ocean-based trade.

Investment Opportunities in Maritime Sector

During a roundtable with Norwegian shipowners, Sonowal invited investments in India’s maritime sector. He emphasized India’s commitment to sustainability and innovation. The government aims to position India as a global leader in shipbuilding. Key areas for collaboration include green ports, alternative fuels, and ship recycling.

Sagarmala Programme and Maritime Development Fund

The Sagarmala programme plays important role in enhancing India’s maritime infrastructure. It aims to bridge critical gaps in shipbuilding and logistics. The Maritime Development Fund of $2.9 billion offers incentives for investments in these areas. This fund supports the government’s goal of making India a hub for sustainable maritime solutions.

Collaboration with Norway

India and Norway share values of sustainability and innovation in maritime affairs. Currently, Indian shipyards hold 11% of the Norwegian Shipowners’ Association’s order book. Sonowal urged for an expansion of orders and collaboration in ship recycling and green shipping corridors. India’s skilled seafaring workforce is also asset in this partnership.
