India Launches Transshipment Cargo Operations at IGI Airport
India expanded its transshipment cargo operations on 19 August 2026 at the Transshipment Excellence Centre of Delhi International Airport Limited at Terminal 2 of Indira Gandhi International Airport in Delhi. The scaled-up network connected four domestic origin stations, namely Bengaluru, Ahmedabad, Mumbai and Hyderabad, with two international destinations, London and Copenhagen.
Transshipment Cargo in Civil Aviation
Transshipment cargo refers to freight moved through an intermediate airport before reaching its final destination. In civil aviation, such cargo movement is used to connect domestic and international sectors through a hub airport. The Chennai–Delhi–Frankfurt sector served as the initial proof-of-concept route for domestic-to-international transshipment in this case.
Operational Features of the Pilot Network
The pilot programme began on 20 June 2026 and was operated end-to-end by Air India. The Ministry of Civil Aviation stated that 280 metric tonnes of cargo were transshipped during the pilot phase. Aircraft capacity utilisation on the route increased from 75% to nearly 100% during the trial period.
The expanded network was projected to raise Air India’s monthly cargo carriage on these routes from 1,763 metric tonnes to 3,183 metric tonnes. The projected increase was nearly 80% after the addition of new domestic and international points.
Security Framework and Regulatory Changes
The Bureau of Civil Aviation Security revised its cargo security framework to remove redundant X-ray rescreening at transit airports for cargo already secured at its source. The change reduced mandatory cargo re-screening in the transshipment chain and shortened transit times from 60 hours to 20 hours in the ministerial statement.
On the same day, a separate state media broadcast gave a different time range of 50–60 hours reduced to 17–20 hours. Both figures referred to the same cargo transshipment reform announced on 19 August 2026.
