Important Wetlands and Ramsar Sites in India
Wetlands are ecosystems where water covers the soil or is present near the surface for varying periods during the year. They act as natural sponges, filtering water, controlling floods, recharging groundwater, and serving as critical habitats for biodiversity. In India, wetlands span vast inland freshwater lakes, riverine floodplains, coastal estuaries, brackish lagoons, and high-altitude lakes. To conserve these vital ecosystems, international and national frameworks regulate their protection, most prominent among which is the Ramsar Convention on Wetlands.
The Ramsar Convention and Legal Framework in India
The Ramsar Convention is an intergovernmental treaty adopted on February 2, 1971, in the Iranian city of Ramsar. It entered into force in 1975. India officially became a contracting party to the convention on February 1, 1982.
Definition of Wetlands
Under Article 1.1 of the Ramsar Convention, wetlands are defined as areas of marsh, fen, peatland, or water, whether natural or artificial, permanent or temporary, with water that is static or flowing, fresh, brackish, or salt, including areas of marine water the depth of which at low tide does not exceed six meters.
National Regulatory Architecture
In India, domestic wetland protection operates under the Wetlands (Conservation and Management) Rules, 2017, notified under the Environment (Protection) Act, 1986. These rules decentralized wetland administration by establishing State Wetland Authorities in every state and Union Territory. The Montreux Record
