Global Nuclear Emergency Preparedness Exercise ConvEx-3 (2025)

The International Atomic Energy Agency (IAEA) and Romania are conducting the largest international nuclear emergency exercise to date. The event, named ConvEx-3 (2025), will take place from 24 June and simulate a severe accident at the Cernavodă Nuclear Power Plant. This exercise involves over 75 countries and 10 international organisations, denoting the global focus on nuclear safety.
Purpose of ConvEx-3 Exercise
The primary aim of ConvEx-3 is to test global readiness for nuclear or radiological emergencies. It assesses how nations can coordinate efforts in response to cross-border incidents. The exercise will simulate real-time decision-making, emergency communication, and international cooperation.
Historical Context
Romania previously hosted the ConvEx-3 exercise in 2005. This marks two decades since that event, showcasing Romania’s ongoing commitment to nuclear safety. The Cernavodă plant is Romania’s only nuclear facility, located near the Black Sea.
Participants and Coordination
More than 75 countries and 10 international organisations are participating in the exercise. This includes activating national emergency centres and coordinating with the IAEA’s Incident and Emergency Centre (IEC). The IAEA will also utilise platforms like the Unified System for Information Exchange (USIE) and the International Radiation Monitoring System (IRMIS).
Emergency Scenarios and Actions
During the 36-hour exercise, participants will engage in various emergency scenarios. These include simulated evacuations, iodine distribution, and public outreach. The focus is on managing food and trade restrictions based on radiological assessments.
Conventions and Frameworks
ConvEx exercises are structured around two key conventions – the Early Notification Convention and the Assistance Convention. These frameworks guide international collaboration in the face of nuclear emergencies. ConvEx exercises are categorised into three levels of complexity, with ConvEx-3 being the most comprehensive.
Role of International Organisations
The Inter-Agency Committee on Radiological and Nuclear Emergencies (IACRNE) plays important role in the coordination of ConvEx-3. This committee includes organisations such as the World Health Organization and INTERPOL, ensuring a multifaceted approach to nuclear emergency preparedness.
