FCRA 2.0 Portal and e-OCI Card Launched

Union Home Minister Amit Shah launched the FCRA 2.0 Portal and the e-Overseas Citizen of India (e-OCI) Card initiative in New Delhi on 30 June 2026. The FCRA 2.0 Portal is linked with the Foreign Contribution (Regulation) Act, 2010, and the e-OCI Card is linked with the Citizenship (Amendment) Rules, 2026.

Foreign Contribution Regulation System

The Foreign Contribution (Regulation) Act, 2010 regulates the acceptance and utilisation of foreign contributions by individuals, associations, and companies in India. The FCRA 2.0 Portal is designed for online registration, renewal, and monitoring of foreign fund inflows under the Act. The portal uses process re-engineering, an integrated dashboard, Aadhaar-based authentication, e-Sign facility, and OCR-based document analysis. The system is hosted on the National Government Cloud, also known as MeghRaj.

Digital Integration and Compliance Features

The FCRA 2.0 Portal is integrated with PAN, Aadhaar, OCI, NGO Darpan, and the Institute of Chartered Accountants of India’s UDIN system. It also incorporates provisions of the FCRA Amendment Rules, 2026. The portal is intended to reduce paperwork and to speed up the clearance of applications for registration under the FCRA, 2010. It also provides real-time monitoring of foreign fund inflows through a central digital interface.

Overseas Citizen of India Services

The e-OCI Card is a fully digital system for more than 50 lakh OCI cardholders. The Citizenship (Amendment) Rules, 2026 made online filing mandatory for OCI services and introduced the electronic OCI record, while existing physical OCI cards remain valid. The requirement to re-issue the OCI booklet after a new passport is issued after 20 years has been removed. OCI cardholders now need to update their new passport details online and upload a copy of the new passport and a recent photograph within three months of receiving the passport.
