Exploration Module on SWCS

The Ministry of Coal is advancing its digital transformation with the launch of the Exploration Module on the Single Window Clearance System (SWCS) web portal. This module, to be inaugurated on 4th July 2025, represents step in the digitalisation of the coal exploration value chain. It allows stakeholders to submit exploration proposals online, ensuring a streamlined approval process.
Overview of the Exploration Module
The Exploration Module facilitates the online submission of exploration proposals. It encompasses the entire exploration process, including the vetting of exploration schemes and the approval of geological reports. This integrated system enhances transparency and reduces processing times. Real-time tracking and automated document management are key features.
Benefits of the Exploration Module
The module aims to improve productivity and data transparency in the coal sector. It aligns with the Ministry’s goals for coal block allocation and operationalisation. By adopting best practices in e-governance, the module ensures structured timelines for each stage of the approval process.
Single Window Clearance System (SWCS)
Launched on 11th January 2021, the SWCS serves as a unified digital platform for obtaining necessary clearances for coal mining. It simplifies access to various statutory permissions. This includes approvals for mining plans, environmental clearances, and land acquisition. The integration of these services enhances coordination across multiple departments.
Modules within SWCS
The SWCS includes several core modules such as Mining Plan Approval and Mine Opening Permission. Each module supports end-to-end digital processing. The Mining Plan Module allows online submission and approval, reducing processing times compared to traditional methods. The Mine Opening Permission Module enhances transparency and efficiency in initiating mining operations.
Integration with Other Systems
The SWCS is integrated with national platforms like the National Single Window System and PARIVESH 2.0. This integration facilitates smoother data exchange and faster processing of environmental approvals. It enhances the user experience and operational efficiency across the coal sector.
Stakeholder Engagement and Feedback
Active participation from all stakeholders is crucial for the successful implementation of the SWCS. The Ministry encourages constructive feedback from coal block allottees to refine the system further. Timely actions from all agencies involved are necessary to achieve effective outcomes in this digital transformation journey.
