District Mineral Foundation Operational Guidelines

The Union Ministry of Coal and Mines launched new operational guidelines for the Aspirational District Mineral Foundation (DMF) Programme in 2025. These guidelines aim to align DMF initiatives with the Aspirational District Programme (ADP) and Aspirational Block Programme (ABP). The move seeks to enhance socio-economic development in India’s underserved mining-affected regions.
Role and Importance of DMF
DMFs have been crucial in funding health, education, nutrition, and infrastructure projects in mining areas. The funds have contributed to improving living standards over the past decade. DMF is seen as an example of cooperative federalism and a whole-of-government approach, promoting inclusive growth in mineral-rich districts.
Guidelines for Convergence with Aspirational Programmes
The new guidelines ensure DMF planning aligns with the priorities of ADP and ABP. This convergence aims to address critical socio-economic indicators such as health, education, and livelihood. District Collectors and State Nodal Officers are urged to treat DMF as a mission for holistic development and ensure full utilisation of available funds.
Workshop Highlights and Recommendations
The workshop included thematic presentations by District Magistrates focusing on transparency, innovation, implementation challenges, and capacity building. The Comptroller and Auditor General (CAG) representatives emphasised accountability and audit practices. States like Jharkhand, Maharashtra, and Odisha were recognised for adopting revised guidelines and ensuring timely audit closures.
DMF Exhibition and Community Engagement
An exhibition at Handloom Haat, Janpath, showcased products and enterprises supported by DMF funds. It provided a platform for Self-Help Groups (SHGs) from mining-affected areas to display their work. The exhibition runs until mid-July 2025, encouraging community participation and market access.

The Ministry of Mines aligns DMF efforts with the vision of a developed and self-reliant India. The focus is on ensuring that mineral wealth benefits reach the last mile. DMF is positioned as a key pillar in building inclusive and empowered mining communities through sustainable development.
