Delhi Cantonment Board Launches SMART for Sanitation Monitoring

The Delhi Cantonment Board (DCB) has introduced the Swachhata Monitoring & Automated Reporting Tool (SMART) to improve monitoring and transparency in sanitation and civic services. The digital platform aims to address long-standing issues such as manual reporting, delayed data collection and fragmented monitoring systems. By automating reporting processes and enabling real-time tracking, the initiative seeks to strengthen service delivery and improve operational efficiency across departments.

Need for a Digital Monitoring System

The DCB oversees sanitation and civic services across multiple departments, including sanitation, horticulture, civil works and electrical maintenance. Previously, monitoring relied largely on manual reporting methods, which often led to delays and incomplete information. The SMART platform has been developed to digitise these processes, ensuring faster data collection and better coordination between officials responsible for civic services.

Key Features of the SMART Platform

SMART offers several advanced features designed to enhance administrative efficiency. The platform enables real-time monitoring of field activities performed by staff across departments. Automated reporting reduces manual workload and ensures timely generation of accurate reports for decision-making. The system also includes user role management, allowing secure access based on responsibilities. A centralised dashboard provides a comprehensive overview of performance indicators across different departments.

Four-Tier Monitoring Mechanism

The tool operates through a structured four-tier monitoring system consisting of the Chief Executive Officer (CEO), Officers In-Charge, Assistant Sanitary Inspectors (ASI) and Supervisors. Supervisors submit daily updates on ground-level activities, while ASIs act as a backup verification layer. Officers In-Charge monitor departmental performance, and the CEO uses consolidated reports for policy decisions and strategic interventions. This layered structure ensures accountability and timely verification of civic works.
