Delhi Adopts Rah-Veer Scheme to Aid Accident Victims

Delhi Chief Minister Rekha Gupta has announced that the Capital will implement the Centre’s Rah-Veer scheme to encourage citizens to assist road accident victims during the critical “golden hour”. The initiative offers a cash reward of ₹25,000 to individuals who help transport a seriously injured person to a hospital or trauma centre within the first hour after an accident, when timely treatment is crucial for survival.

The scheme seeks to address widespread hesitation among bystanders who fear legal complications or police procedures.

Cash Incentive and National Recognition

Under the Rah-Veer scheme, any individual who ensures that a seriously injured road accident victim receives medical care within the golden hour is eligible for a reward of ₹25,000 per incident. Even if multiple victims are assisted in a single accident, the rescuer will receive a maximum of ₹25,000 for that case.

In addition to the cash incentive, rescuers will be awarded a certificate of recognition. Every year, ten individuals will also be selected for a national award carrying a prize of ₹1 lakh, further encouraging civic responsibility.

Legal Safeguards Under Good Samaritan Rules

The programme is aligned with the Good Samaritan provisions under the Motor Vehicles (Amendment) Act, 2019. These rules protect individuals who voluntarily assist accident victims from harassment, repeated questioning, or legal liability.

By combining statutory legal protection with financial incentives, the government aims to foster greater public participation in emergency response and reduce preventable deaths caused by delays in medical attention.

Verification and Transparent Disbursal

To ensure transparency, each case will be examined by a District Level Evaluation Committee comprising the District Magistrate, senior police officials, the Chief Medical Officer and the Regional Transport Officer. Once verified, the reward will be transferred directly to the rescuer’s bank account through an online system.
