China’s Global Governance Initiative at SCO Plus Summit

China’s President Xi Jinping introduced the Global Governance Initiative (GGI) at the Shanghai Cooperation Organization Plus (SCO Plus) meeting in Tianjin in 2025. The summit included SCO member states, dialogue partners like Türkiye, and observer countries. Xi emphasised the need for a fair and equitable global governance system. The GGI aims to promote sovereign equality, international law, multilateralism, and people-centred policies.

Shanghai Cooperation Organization

The SCO was founded in 2001 to enhance regional security and economic cooperation. It includes major Eurasian countries such as China, Russia, and India. The organisation has expanded to include dialogue partners and observers. SCO Plus meetings bring together these wider members to discuss broader cooperation. The group focuses on combating terrorism, promoting trade, and encouraging political dialogue.

Global Governance Initiative – Core Principles

The GGI calls for sovereign equality among nations. It stresses respect for international law and multilateralism. The initiative advocates a people-centred approach to global governance. It urges member countries to take concrete actions rather than just make declarations. The goal is to create a just and balanced international order. China positions itself as a leader in championing shared human values.

China’s Healthcare Commitments

China pledged to assist SCO countries with medical support for the next 5 years. The plan includes treating 500 patients with congenital heart disease. It also involves 5,000 cataract operations and 10,000 cancer screenings. These efforts aim to improve public health across the SCO region. This reflects China’s emphasis on practical cooperation and people’s welfare.

Significance of the Tianjin SCO Plus Summit

The 2025 summit was the largest SCO gathering so far. It was the fifth time China hosted the event. The meeting included 20 heads of state and leaders of international organisations. The Tianjin Declaration was adopted, focusing on economic and security cooperation. The summit brought into light the growing importance of SCO as a regional and global actor.

Xi Jinping’s Previous Initiatives

Before the GGI, Xi proposed initiatives on security, civilisation, and development. These address different aspects of international cooperation. The GGI builds on these by focusing on governance structures. Together, these proposals reflect China’s vision for a new global order. They emphasise collaboration, respect for diversity, and sustainable development.
