China and Bangladesh Begin 2+2 Dialogue Preparations

Bangladesh and China have started preparations for their first “2+2” diplomacy and defence dialogue, which combines foreign affairs and defence-level talks. The proposed mechanism includes a State Minister-level Diplomacy and Defence Dialogue and an early Foreign Minister-level Strategic Dialogue.

What is a 2+2 Dialogue?

A 2+2 dialogue is a bilateral diplomatic format in which two ministers from each country meet together. In foreign policy practice, the format usually involves the foreign minister and defence minister, or equivalent office-holders, from both sides.

India uses a similar 2+2 ministerial dialogue format with several partner countries, including the United States, Japan, Australia and Russia. The format is used for discussions on strategic, security and defence cooperation.

Bangladesh-China Bilateral Engagement

The latest discussions took place in Dhaka between Chinese Ambassador Yao Wen and Bangladesh’s State Minister for Foreign Affairs Humaiun Kobir. The meeting reviewed the progress of the official visit of Bangladesh Prime Minister Tarique Rahman to China from 22 June to 26 June 2026.

The two sides also discussed the Mongla Port Facilities Modernization and Expansion Project and the Teesta River Comprehensive Management and Restoration Project. These projects are among the major bilateral initiatives linked to infrastructure and water management cooperation.

Economic and Strategic Cooperation

The China Economic and Industrial Zone (CEIZ) in Chattogram is one of the major industrial cooperation projects between the two countries. The zone has attracted investment commitments of about US$500 million from more than 30 Chinese companies.

Bangladesh has reaffirmed its commitment to the One-China Principle, which is the diplomatic policy that recognises the Government of the People’s Republic of China as the sole legal government of China. China is described by Bangladesh as a strategic partner in bilateral relations.
