Centre Launches E-Bill Platform for Fertiliser Subsidy Processing

The Union government has launched an integrated e-bill platform to digitally process fertiliser subsidies worth nearly ₹2 lakh crore annually. The initiative marks a major reform in public financial management, replacing manual and paper-based systems with a seamless, end-to-end digital workflow. The platform was inaugurated in New Delhi and is aimed at improving transparency, efficiency and speed in subsidy disbursement.

Digital Shift in Fertiliser Subsidy Administration

The e-bill system has been launched by Union Fertilisers Minister Jagat Prakash Nadda. The platform eliminates physical movement of bills and manual scrutiny by enabling complete online submission, processing and approval of fertiliser subsidy claims. According to the government, this transition will significantly reduce delays and procedural bottlenecks that earlier characterised subsidy payments.

Integration of IFMS and PFMS Platforms

The system has been developed through the integration of the Integrated Financial Management System of the Department of Fertilisers and the Public Financial Management System of the Ministry of Finance. The PFMS functions under the Controller General of Accounts and provides a centralised framework for government payments. Fertilisers Secretary Rajat Kumar Mishra described the initiative as a milestone in modernising the department’s financial operations.

Real-Time Tracking and Financial Controls

The platform offers real-time tracking of bills, centralised reporting and a tamper-proof digital audit trail. Controller General of Accounts Santosh Kumar stated that the system enhances accountability and simplifies monitoring and audits. Built-in validation checks ensure payments meet predefined criteria, while every action is logged digitally to reduce the risk of fraud and improve financial discipline.
