Census 2027 to Be India’s First Fully Digital Census

India has taken a significant step towards conducting its first fully digital population census with the soft launch of new digital tools and mascots for Census 2027. Union Home Minister Amit Shah unveiled the initiatives in New Delhi, signalling the beginning of preparations for what is expected to be the world’s largest enumeration exercise. The census will involve more than three million enumerators, supervisors and officials across the country and will introduce several technology-driven processes to improve accuracy, efficiency and transparency.

Launch of Digital Platforms for Census Operations

The government introduced four advanced digital platforms developed by the Centre for Development of Advanced Computing (C-DAC) to modernise census operations. These tools are designed to streamline data collection, improve monitoring of field activities and reduce dependence on paper-based processes.

The Houselisting Block Creator (HLBC) Web Application will use satellite imagery and web-mapping technology to create standardised houselisting blocks for better geographical coverage. The HLO Mobile Application will allow enumerators to collect housing data through a secure offline mobile interface and upload it once connectivity becomes available.

Another key platform is the Self-Enumeration Portal, which allows households to voluntarily submit census details online before the door-to-door survey. The Census Management and Monitoring System (CMMS) Portal will serve as a centralised dashboard to track census activities in real time at district, state and national levels.

Introduction of Self-Enumeration Option

For the first time in India’s census history, citizens will have the option of self-enumeration. Eligible members of a household will be able to submit their census information through a secure web-based portal available in 16 languages.

After submitting the information, the system will generate a unique Self-Enumeration ID. During field visits, census enumerators will verify the submitted details using this ID. The initiative is expected to simplify the data collection process and reduce the workload during door-to-door enumeration.

Mascots to Promote Public Awareness

Two mascots, “Pragati” and “Vikas”, were also unveiled to represent the Census 2027 awareness campaign. Pragati represents a female enumerator, while Vikas represents a male enumerator. According to officials, the mascots symbolise the equal participation of women and men in the national mission of nation-building.

They will be widely used in outreach programmes and public awareness campaigns to encourage citizens to participate actively in the census process. The mascots are also intended to highlight the importance of reliable data in planning for India’s development goals leading up to 2047.

Two-Phase Structure of Census 2027

The Census 2027 will be conducted in two phases. The first phase, known as the Houselisting and Housing Census, will collect information about housing conditions and household amenities. It will take place between April 1 and September 30, 2026, during a 30-day period notified by each state or union territory. A 15-day self-enumeration window will be available before the door-to-door survey begins.

The second phase, Population Enumeration, will record demographic, social and economic details of every individual and is scheduled for February 2027. For Ladakh and snow-bound areas of Jammu and Kashmir, Himachal Pradesh and Uttarakhand, enumeration will occur in September 2026. The reference date for the census will be midnight of March 1, 2027 for most regions, while snow-bound areas will have October 1, 2026 as the reference date.
