Bihar Launches ₹1,000 Allowance for Unemployed Graduates

The Bihar government, led by Chief Minister Nitish Kumar, announced a new financial assistance scheme for unemployed youth in 2025. The scheme aims to empower educated young people and boost employment opportunities ahead of the Assembly elections. This initiative is part of the state’s broader strategy to enhance youth welfare and skill development.

Extension of Self-Help Allowance Scheme

The Chief Minister expanded the Mukhya Mantri Nishchay Swayam Sahayta Bhatta Yojana. Earlier, only intermediate pass unemployed youth received benefits. Now, unemployed graduates aged 20 to 25 years will also get ₹1,000 per month for two years. This allowance targets those not studying, employed, or self-employed. The scheme focuses on graduates from arts, science, and commerce streams.

Objectives and Expected Impact

The allowance aims to help youth pursue skill training and prepare for competitive exams. It intends to make educated youth self-reliant and employable. The government believes this will contribute to state and national development. The scheme supports the larger goal of creating one crore jobs in five years across government and private sectors.

Background of Youth Employment in Bihar

Since 2005, Bihar’s government has prioritised youth employment and empowerment. The 7 Nischay programme includes various schemes to improve livelihoods. The Self-Help Allowance Scheme was launched in 2016 to support unemployed intermediate pass youth. The recent extension reflects the government’s continuing focus on addressing unemployment among educated youth.

Additional Support to Construction Workers

Alongside the allowance scheme, the government provided direct financial assistance to construction workers. On the occasion of Vishwakarma Puja and Prime Minister Narendra Modi’s birthday, ₹5,000 was transferred to over 16 lakh workers. Under the Annual Clothing Assistance Scheme, ₹802.46 crore was disbursed to construction workers’ bank accounts. The Pratigya web portal was also launched for contractual workers’ welfare.

Government’s Employment Target

The state government has set an ambitious target to provide jobs to one crore youth within five years. This includes opportunities in both government and private sectors. The new allowance scheme is a step towards achieving this goal by supporting unemployed graduates. It also aims to reduce youth dependency and enhance skill development.
