Telangana Notifies Integrated Gram Panchayat Planning Rules

On 27 October, the Telangana Panchayat Raj and Rural Development Department issued G.O. No. 42, notifying the Telangana Gram Panchayat Samagra Abhivruddhi Pranalika (GPSAP) Rules, 2026. The rules require each gram panchayat to prepare an Integrated Perspective Development Plan for three to five years and an annual action plan.

Planning and household data

The framework is intended to bring departmental schemes under a common planning and monitoring mechanism. It integrates the Gram Panchayat Development Plan (GPDP) and the Viksit Gram Panchayat Plan (VGPP), prepared under the Viksit Bharat Guarantee for Rozgar and Ajeevika Mission (Gramin) Act, 2025, with GPSAP. Village planning is also to align with the Sustainable Development Goals (SDGs), localised into nine themes by the Union Ministry of Panchayati Raj. GPSAP forms part of the Rural and Agri Region Economy (RARE) component of Telangana Rising 2047.

For the perspective plan, gram panchayats must consider a financial outlay of 125% of the previous year’s finances and expected finances for the current year. Panchayat Secretaries must collect household-level information on employment, housing, landless labourers, vulnerable groups, livestock, assets and scheme beneficiaries. They must computerise the information and update it monthly through an online portal.

Important Facts for Exams

  • Universal scope: GPSAP’s alignment with the SDGs draws on goals that apply to all countries, unlike the earlier Millennium Development Goals, which focused on developing countries.
  • Three sustainability dimensions: GPSAP’s SDG alignment connects local planning to objectives spanning the environmental, economic and social dimensions of sustainable development.
  • Constitutional planning powers: Article 243G lets state legislatures devolve planning powers to Panchayats by law; the Constitution does not automatically transfer every Eleventh Schedule subject.
  • District-level plan consolidation: Article 243ZD requires a District Planning Committee to consolidate Panchayat and municipal plans into a draft district development plan, balancing shared interests.
