Which of the above statements is/are correct?
Answer: Only 1 and 2
Notes: Article 315(2) specifies that a Joint Public Service Commission for two or more States can be established if the legislatures of the States involved pass a resolution, and Parliament enacts a law to this effect. There is no requirement for the Governors to seek the approval of the President in this process.
