Ladakh bans single-use plastics with penalties

On 19 June 2026, the Lieutenant Governor of Ladakh ordered a ban on identified single-use plastic items and littering across the Union Territory of Ladakh. The order applies to individuals, commercial establishments, hotels, and eateries, and it includes environmental penalties and inspection powers for enforcement.

Single-use plastics: basic classification

Single-use plastics are plastic products designed for one-time use before disposal. Common examples include plastic cutlery, cups, plates, straws, trays, wrapping films, plastic stirrers, plastic flags, and plastic banners below the prescribed thickness. Thermocol decorations are also covered under the prohibited items list in Ladakh.

Penalty structure and enforcement mechanism

Violations of the single-use plastic ban attract an environmental penalty of ₹10,000. Littering in public places attracts a separate fine of ₹5,000. Designated district and field-level officials can inspect premises, detect violations, issue challans, and recover penalties. Enforcement in Ladakh includes inspections, surprise checks, videography, photography, CCTV footage, and other admissible electronic evidence. Random checks for single-use plastics are planned at Leh Airport and key entry points into Ladakh to prevent the inflow and use of banned products.

Fragile Himalayan ecology and tourism regulation

Ladakh is a high-altitude cold desert region in the Himalayas, and its ecosystem has low rainfall, sparse vegetation, and limited waste-disposal capacity. The region receives tourism-linked pressure on waste management, plastic disposal, and public cleanliness in towns, monasteries, and trekking routes.
