India’s CSIR Capacity Building Scheme

The Government of India has approved a major scheme to strengthen scientific research and human resource development. The Department of Scientific and Industrial Research (DSIR) and the Council of Scientific and Industrial Research (CSIR) will implement this initiative. It spans the Fifteenth Finance Commission cycle from 2021-22 to 2025-26 with a budget of Rs. 2277.397 crore. The scheme aims to enhance India’s research capacity and innovation ecosystem.
Overview of the Scheme
The Capacity Building and Human Resource Development (CBHRD) scheme covers all major research and academic institutions in India. These include national laboratories, Institutes of National Importance, Institutes of Eminence, and universities. The scheme supports young researchers and scientists across Science, Technology, Engineering, Medical, and Mathematical Sciences (STEMM). It provides fellowships, grants, and awards to nurture talent and promote cutting-edge research.
Key Components
CBHRD consists of four sub-schemes – (i) Doctoral and Postdoctoral Fellowships to support advanced research scholars. (ii) Extramural Research, Emeritus Scientist, and Bhatnagar Fellowship programmes to encourage independent research. (iii) Awards for promoting and recognising scientific excellence. (iv) Travel and Symposia Grants to facilitate knowledge sharing and collaboration nationally and internationally.
Impact on India’s Scientific Landscape
The scheme contributes to increasing the number of researchers per million population. It supports India’s progress towards Sustainable Development Goals in science and technology. India’s global ranking in the Global Innovation Index improved to 39th in 2024, reflecting enhanced research output. The country is among the top three in scientific paper publications worldwide as per the National Science Foundation, USA. The scheme has accelerated India’s R&D capabilities and innovation potential.
