Railways Introduces All India Licence for Container Train Operators

The Ministry of Railways approved reforms to the Model Concession Agreement for Container Train Operators on 6 August 2026. The revised framework introduces a single All India Licence for container train operations across the national railway network.

All India Licence Framework

The new licence removes route-specific restrictions for Container Train Operators, or CTOs, in India. The unified structure replaces the earlier category-based system that used route-linked permissions for freight movement.

Fee Structure and Concession Period

The revised framework fixes a uniform non-refundable registration fee of ₹25 crore. The earlier route-based categories carried fees between ₹10 crore and ₹50 crore, and the initial concession period continues to remain 20 years.

Operators can receive a 20-year extension after the first concession period. The extension or renewal fee is zero, subject to satisfactory performance under the concession terms.

Existing Operators and Migration Rules

Existing Category I operators can continue with their active licences until the end of their present concession period. They can shift to the new framework at renewal without paying any additional fee.

Existing Category II, III and IV operators can migrate early or renew under the new system by paying a differential fee of ₹15 crore. This amount equals the difference between the new ₹25 crore fee and the ₹10 crore already paid.

Policy Context

The reform applies to the 22 existing CTOs operating in the Indian rail freight sector. The Cabinet Committee on Economic Affairs and the Ministry of Railways approved the change to simplify business procedures and expand private participation in rail freight.
