Notes:
The Union Government has constituted a Defence Planning Committee (DPC) to facilitate comprehensive planning for the defence forces besides focusing on military doctrines to deal with emerging security challenges. It will be chaired by National Security Advisor (NSA) Ajit Doval. Apart from the NSA, the committee will comprise, the foreign secretary, chairman of chiefs of staff committee, the Army, Navy and Air Force chiefs and secretary (expenditure) in the Finance Ministry. The chairman of the DPC can co-opt experts into it depending on requirement. The committee would prepare drafts of national security strategy and doctrines, international defence engagement strategy and roadmap to build defence manufacturing ecosystem. It will also work on strategy to boost defence exports, and prioritised capability development plans for the armed forces. The committee will also focus its energy on development of Indian defence industry and technology advancements. The DPC would submit its draft reports to the Defence Minister according to “given timelines” following which further approvals will be obtained as required.

The World Earth Day (WED) is celebrated every year on April 22 worldwide to demonstrate support for environmental protection. The day was proposed at the UNESCO conference in 1969 and the first Earth Day celebrations took place in 1970. The person credited for organising the event 48 years ago is US Senator Gaylord Nelson. The 2018 campaign theme ‘End Plastic Pollution’ will provide the information and inspiration needed to fundamentally change human attitude and behavior about plastics. . The idea is to encourage people to cut down on their plastic consumption by paying a closer attention to the number of plastic items each person consumes annually and make a conscious effort to reduce the amount. According to a paper published in scientific journal Chemistry & Biology in 2009, plastic is non-biodegradable and disposed plastic can remain in the environment for up to 2,000 years.

Bengaluru FC has won the first edition of Indian Super Cup Football tournament on April 20, 2018. In the final at the Kalinga Stadium in Bhubaneswar, they defeated Kolkata football giants East Bengal by a convincing margin of 4-1. The competition is sponsored by Hero MotoCorp and is officially known as the Hero Super Cup.

Daniel Ricciardo, an Australian racing driver who is currently competing in Formula One for Red Bull Racing, has won the 2018 Formula 1 Chinese Grand Prix tournament at the Shanghai International Circuit in Shanghai, China. The race was the third round of the 2018 FIA Formula One World Championship and marked the fifteenth time that the Chinese Grand Prix has been run as a round of the Formula One World Championship.

On 23rd April 2018, Manipur is observing Khongjom Day to pay tributes to the great warriors of Anglo-Manipur battle of 1891 at Khongjom in Thoubal district. The warriors laid down their lives safeguarding the freedom of the state. In the main function at Khebaching, the State Governor Dr. Najma Heptulla and Chief Minister N. Biren Singh led the people to pay floral tribute at the Khongjom War memorial site. Floral tributes were also paid at the statue of Major Paona Brajabasi, who led the Manipuri warriors against the British forces. Religious offering will also be paid at the Khongjom River near the battlefield.

Balantrapu Rajanikantha Rao (98), the noted Telugu poet-composer, musicologist and artist, has passed away in Vijayawada, Andhra Pradesh on April 23, 2018. Born at Nidadavole on January 20, 1920, Mr. Rao started his career as a programme executive in All India Radio (AIR) at Madras in 1941. He wrote and composed the first ever Telugu song (Mroyimpu Jayabheri) to be broadcast in Independent India post midnight of August 14, 1947, following the famous speech of first Prime Minister the country, Pandit Jawaharlal Nehru. Apart from music, he carved a niche for himself in the field of writing too. Some of his popular published works are Andhra Vaggeyakata Charitram, Viswaveena, Satapatra Sundari, Ksheytrayya, Ramadasu, Jeji Mamayya Paatalu, etc.

Mohamed Salah of Liverpool has become the first Egyptian player to be crowned the Professional Footballers’ Association (PFA) player of the year at the 45th PFA awards at Grosvenor House in central London on April 22, 2018. He is the first Liverpool player since Ian Rush to score 40 goals in a season, and has also matched Luis Suarez’s record of 31 Premier League goals in a campaign. He may yet break Rush’s goal record of 47 in a season. He currently has 41 goals in just 46 appearance in all competitions.

On April 24, the Government of India (GoI), the Government of Madhya Pradesh and the World Bank have signed a $210 million loan agreement for the Madhya Pradesh Rural Connectivity Project. The project is expected to improve the durability, resilience and safety of the gravel surfaced rural roads and enhance the capacity of the state to manage its rural roads network. The project will cover 10,510 km stretch of rural roads in Madhya Pradesh that fall under the Chief Minister’s Gram Sadak Yojana (CMGSY) program. Of this 10,000 km will be upgraded from existing gravel to bituminous surface roads, while 510 km of new roads will be built to the same bituminous surface standard.

World record holder Shahzar Rizvi claimed India’s first medal at the 2018 World Cup organised by the International Shooting Sport Federation (ISSF) at Changwon, South Korea. He won the silver in the 10 meter air pistol event. Rizvi missed the gold by 0.2 points to Russia’s Artem Chernousov. Samuil Donkov of Bulgaria won the Bronze. With Rizvi’s silver, India gets eight more finals left to play over the next five competition days.

The Union Cabinet, chaired by Prime Minister Narendra Modi, has given approval for the inclusion of tribal-dominated Scheduled Areas of Rajasthan under Fifth Schedule to the Constitution of India by rescinding the Constitution Order (C.O.)114 dated 12th February 1981 and promulgation of a new Constitution Order. With this, the Scheduled Tribes (ST) residing in Banswara, Dungarpur, Pratapgarh, and partial areas of Udaipur, Rajsamand, Chittorgarh, Pali and Sirohi districts of Rajasthan will get benefits of protective measures available under the 5th Schedule to the Constitution of India. No additional funds are required as to be expended on account of declaration of scheduled areas. This will be part of Tribal sub-plan ( renamed as Tribal Sub-Scheme) within existing schemes of central and the state government for more focused attention in scheduled areas for effecting speedy development.
