Notes:
Bhimsain (81), the veteran filmmaker and animation pioneer, has passed away in Mumbai on April 17, 2018. Born in 1936 in Multan (modern-day Pakistan), Bhimsain obtained his diploma in Fine Arts and Classical Music from Lucknow University. In 1970, he made his directorial debut with his first animation short “The Climb”, which earned him the Silver Hugo Award in the Chicago Film Festival. ‘Ek chidiya, anek chidiyaan’ is one of the most popular songs from animation film ‘Ek Anek Ekta’, which he made with Vijaya Mulay in 1974. A versatile artiste who enriched the medium of both television and films with his contribution, Bhimsain was primarily known for his work in the world of animation during the golden period of Doordarshan. He also directed and produced several animation and ad films such as ‘Na’, ‘Ek-Do’, ‘Fire’, ‘Munni’, ‘Freedom is a Thin Lie’, ‘Mehman’, ‘Kahani Har Zamane Ki’ and ‘Business is People’. He is best known for his film “Gharaonda” and animation short films like “Ek Anek Ekta”.

Among the 16 states that participated, Madhya Pradesh has been conferred the Most Film Friendly State Award 2017 for its efforts towards easing filming in the state by creating a well-structured website, film-friendly infrastructure, offering incentives, maintaining databases, undertaking marketing and promotional initiatives. The award will be presented by President Ram Nath Kovind during the presentation of the 65th National Film Awards on May 3, 2018. The state also received positive feedback from established filmmakers who have shot there. The efforts taken by the state to present their case for the Awards were also appreciated. Uttarakhand has been chosen for the Special Mention Certificate to recognize the efforts made by it towards creating a film-friendly environment. The jury for selecting the Most Film Friendly State Award 2017 was chaired by acclaimed filmmaker Ramesh Sippy.

The 2018 Global Malaria Summit was held alongside the 25th Commonwealth Heads of Government Meeting (CHOGM) in London, United Kingdom on April 18 to make game-changing commitments towards beating malaria at a time when efforts to end the preventable disease had stalled. The summit expected the world leaders to renew their financial and political commitments to continue the fight against malaria, which is showing signs of fighting back. Malaria cases rose to 216 million globally in 2016, five million more than a year ago. The summit featured collective commitments worth over $4.1 billion dollars from governments, private sector, philanthropists and international organisations. There was no India representative to participate in the summit because there is no India commitment.

Notes:
The Union Government has constituted a Defence Planning Committee (DPC) to facilitate comprehensive planning for the defence forces besides focusing on military doctrines to deal with emerging security challenges. It will be chaired by National Security Advisor (NSA) Ajit Doval. Apart from the NSA, the committee will comprise, the foreign secretary, chairman of chiefs of staff committee, the Army, Navy and Air Force chiefs and secretary (expenditure) in the Finance Ministry. The chairman of the DPC can co-opt experts into it depending on requirement. The committee would prepare drafts of national security strategy and doctrines, international defence engagement strategy and roadmap to build defence manufacturing ecosystem. It will also work on strategy to boost defence exports, and prioritised capability development plans for the armed forces. The committee will also focus its energy on development of Indian defence industry and technology advancements. The DPC would submit its draft reports to the Defence Minister according to “given timelines” following which further approvals will be obtained as required.

The first meeting of the BRICS Finance Ministers and Central Bank Governors was held on the sidelines of the IMF/World Bank Spring Meetings in Washington D.C on 19th April, 2018. The Government of India (GoI) was represented in the meeting by Subhash Chandra Garg , Secretary of Department of Economic Affairs (EA). The main issues discussed were related to increasing of the project pipelines of New Development Bank (NDB) evenly across member countries, expansion of NDB’s membership, the proposal of the South African Presidency for setting up a working group on illicit financial flows and a BRICS Task Force on Public Private Partnership. Issues related to BRICS Contingent Reserve Arrangement (CRA) as well as BRICS Bond Fund were also discussed.

Tim Bergling (28), who is one of the world’s biggest dance music stars, has passed away in Muscat, Oman on April 21, 2018. He is popularly known as DJ Avicii. He was a Swedish musician, DJ, remixer and record producer. His club anthems include Wake Me Up, Levels, and recently, Lonely Together with Rita Ora.

The Chinese dragon ‘Son of Dreams’ has been declared the official mascot of the FIBA Basketball World Cup 2019 in China. This is no ordinary Chinese dragon, but one that is magic, full of wisdom, persistence and strength. Son of Dream, who is holding a basketball, is fit, energetic and wears high tops to pay homage to China’s greatest ever player, Yao Ming. Son of Dream has horns that symbolize the hope that the eyes of the world will be on China when the FIBA Basketball World Cup is staged. The tournament will take place in 8 Chinese cities from August 31 until September 15.

The 16th Federation Cup Junior National junior (under-20) athletics championship was held in Coimbatore, Tamil Nadu on April 20, 2018. Over 800 athletes from 32 states, including 72 athletes from Tamil Nadu, participated in the championship. It is jointly organised by the State Athletic Association, Coimbatore District Athletic Association and Sri Krishna Educational Institutions. The three-day meet, which features athletes aged between 16 and 20, will serve as selection trial for three championships viz. 3rd South Asian junior championship in Colombo (May 5-7), 18th Asian junior championship in Gifu, Japan (June 7-10) and the IAAF World under-20 championship in Tampere, Finland (July 10-15).

Out of 2.5 lakhs gram panchayats, the Central Government has declared Digambarpur gram panchayat of West Bengal in South 24 Parganas district as the best panchayat in the country. The survey was conducted by the Ministry of Panchayati Raj. On the basis of 7 factors of work include the system of planning, quality of planning, different activities and level of coordination, implementation of the plan and its proper monitoring, use of Information Technology and documentation the ranking of the Gram Panchayats have been selected. Gram Panchayats in districts including Purulia, Birbhum and Burdwan have also been awarded special prizes for certain achievements.

As per World Bank (WB)’s latest report “Migration and Development Brief”, India is the highest recipient of remittances globally in 2017 with $69 billion, followed by China ($64 billion), the Philippines ($33 billion), Mexico ($31 billion), Nigeria ($22 billion), and Egypt ($20 billion). In its report, the World Bank estimated that officially recorded remittances to low-and middle-income countries reached USD 466 billion in 2017. This was an increase of 8.5% over USD 429 billion in 2016. Remittances are expected to continue to increase in 2018, by 4.1% to reach $485 billion. Global remittances are expected to grow 4.6% to $642 billion in 2018. As per report, the longer-term risks to growth of remittances include stricter immigration policies in many remittance-source countries. Also, de-risking by banks and increased regulation of money transfer operators, both aimed at reducing financial crime, continue to constrain the growth of formal remittances.
