The Andhra Pradesh Legislative Assembly passed a Bill to repeal the controversial AP Decentralisation and Inclusive Development of All Regions Act, 2020, that was intended to establish three capitals for the state.
Chief Minister Y S Jagan Mohan Reddy told the Assembly that the government would bring a comprehensive Decentralisation Bill.

The State government, the Union government and the World Bank have signed agreements for $250 million loan for Supporting Andhra’s Learning Transformation (SALT) project.
The project aims to improve the quality of learning for over 40 lakh students in government schools, over 10 lakh children enrolled in Anganwadis, teachers and Anganwadi workers. It will also introduce a one-year preschool-level course in 3,500 schools in the tribal blocks.

The Government of India’s Union health ministry has recently released the results of the fifth round of the National Family and Health Survey (NFHS-5), conducted in two phases between 2019 and 2021.
As per the survey, in 2019-2021, there are 1020 women for 1000 men in the country. Also, the total fertility rate has come down to 2.

The Union Ministry of Earth Science is implementing the umbrella scheme named Atmospheric, Climate Science and Services (ACROSS) and carters to aspects of weather and climate services.
Recently, the Cabinet Committee on Economic Affairs approved the continuation of the scheme from the 14th Finance Commission to the next Finance Commission Cycle (i.e) 2021-2026 at an estimated cost of Rs.2,135 crore.

Notes:
The Government of India has partnered with Philippines headquartered Asian Development Bank (ADB) for USD 300 million, aimed to strengthen primary healthcare in urban areas of 13 states in India. The loan is expected to benefit over 256 million urban dwellers and people in slum areas.
The loan would support India’s health care initiatives like Ayushman Bharat – Health and Wellness centers.

Ministry of Labour and Employment recently released a new series of Wage Rate Index (WRI) with base year 2016.
It is compiled and maintained by the Labour Bureau, an attached office of the Labour Ministry. The new series of WRI with base 2016 will replace the old series with base 1963-65.  The base year is revised to make the economic indicators reflect the changes in the economy.

The Union Ministry of Jal Shakti headed by Union Minister Gajendra Singh Shekhawat has launched River Cities Alliance from New Delhi. This is a platform for river cities in India to exchange their views and ideas on river management.
The minister has also launched the National Urban River Management Plan for Kanpur.

The Noida International Airport (NIA) in Gautam Buddh Nagar constructed by Yamuna International Airport Private Limited has been inaugurated by the Prime Minister Narendra Modi.
The airport has been constructed in PPP model by Government of UP and Yamuna International Airport Private Limited (YIAPL), subsidiary of Zurich International Airport AG.

Minister of State for Ayush-Munjpara Mahedrabhai virtually inaugurated the Ayurveda Parv-2021 in New Delhi.
It is a three-day event, which has been organised to promote Ayurveda. An exhibition has been arranged with participation of Pharmaceutical companies. It aims for coordination and better utilization of Ayurvedic research, education and manufacturing of medicines.

Notes:
An internal working group of RBI on the ownership and corporate structure of private sector banks has favoured allowing promoters to maintain any percentage of holding in the first five years and then capping it at 26 per cent after 15 years of operations.
RBI also released guidelines and explained that the cap on promoters’ stake in the long run of 15 years may be raised from the current levels of 15 per cent to 26 per cent of the paid-up voting equity share capital of the bank.
