Why did the industrial revolution first occur in England? Discuss the quality of life of the people there during the industrialization. How does it compare with that in India at present? (UPSC 2015)
England was the first country to industrialise because several conditions came together. It had coal and iron, good ports and rivers, and a stable political order after 1688. The Agricultural Revolution, enclosure, capital from trade and empire, strong banks, and a spirit of practical invention also helped.

- Why England first: resources, transport, capital, political stability, and innovation.
- Quality of life then: rapid urbanisation produced crowded slums, dirty water, disease, child labour, long hours, low wages, and unsafe factories.
- Social outcome: wealth rose for owners, but workers faced poverty and little social protection.
- India today: India has far better legal rights, democracy, labour laws, welfare schemes, education, and health support.
- Yet challenges remain: informality, unsafe work, low wages in some sectors, slums, pollution, and inequality.
Thus, early industrial England shows the social cost of growth without welfare. India is more protected today, but inclusive industrialisation still remains the task.
