What is the significance of Indo-US defence deals over Indo-Russian defence deals? Discuss with reference to stability in the Indo-Pacific region. (UPSC 2020)

Indo-US defence deals have acquired greater significance because they do not merely supply weapons; they build interoperability, maritime awareness and strategic trust. In the Indo-Pacific context, this makes India a more effective security partner in maintaining stability, deterring coercion and protecting sea lanes.

• Interoperability and real-time coordination: Agreements such as LEMOA, COMCASA, BECA and ISA enable logistics support, secure communications, geospatial sharing and joint operational synergy. This helps Indian and US forces work together during crises, exercises and surveillance missions.
• Support to Indo-Pacific stability: Indo-US defence cooperation strengthens the wider Indo-Pacific security architecture with Japan, Australia and other partners. It improves maritime domain awareness, protects Sea Lines of Communication and supports a rules-based order against unilateral assertiveness.
• Technology transfer and co-development: The US model increasingly moves beyond buyer-seller ties towards co-production, joint R&D and emerging technologies. This is more useful for long-term self-reliance, especially in drones, cyber, space and undersea surveillance.
• Strategic reliability: Russia remains a traditional supplier, but its deeper alignment with China limits its value for India in any China-related contingency. Delays, sanctions risks and payment difficulties have also reduced the attractiveness of Russian supplies.
• Diversification and resilience: India has reduced dependence on any single source and can now balance immediate operational needs with future technology upgrades. This widens strategic choices and reduces vulnerability.

However, Indo-Russian deals still matter for legacy platforms, spares and quick availability of some systems. Yet, for shaping the future balance of power in the Indo-Pacific, Indo-US defence cooperation is more significant because it combines deterrence, technology and regional stability.
