  • Overall trend: Multidimensional poverty fell from 29.17% in 2013-14 to 11.28% in 2022-23, with millions moving out of poverty; higher MPCE in both sectors also suggests rising living standards.
  • Rural vs urban: Rural poverty has declined faster due to higher consumption growth, DBT, free foodgrains, housing, sanitation and rural employment support.
  • Urban indicators: Urban poverty remains more persistent because of informal work, rent and transport costs, slum living, and weaker social protection.

However, differing recall periods, low poverty lines and continuing nutrition gaps mean official headcount ratios may understate hardship, so poverty has reduced substantially but remains significant.
