The Self-Help Group (SHG) Bank Linkage Programme (SBLP), which is India’s own innovation, has proved to be one of the most effective poverty alleviation and women empowerment programmes. Elucidate. (UPSC 2015)

The Self-Help Group Bank Linkage Programme has transformed poor households from passive recipients of aid into active financial participants. By linking savings-based women’s groups with formal banks, it has made credit cheaper, safer and more inclusive.

  • Poverty alleviation: Collateral-free loans help members escape moneylenders, smooth consumption, meet health and education needs, and invest in farming or micro-enterprises.
  • Financial discipline: Regular saving, internal lending and peer monitoring build creditworthiness and repayment culture.
  • Scale and reach: It has become the world’s largest microfinance movement, covering millions of rural households through bank-linked SHGs.
  • Women’s empowerment: Overwhelmingly women-led groups give members control over money, raise confidence, improve mobility and strengthen decision-making in family and community affairs.
  • Livelihood gains: SHGs support entrepreneurship, collective marketing and access to services, helping women move from subsistence to asset creation.

Its success lies in combining social solidarity with institutional finance. However, regional imbalances, weak market access and digital gaps must be addressed to deepen its poverty-reducing and empowering impact.
