In what way can floods be converted into a sustainable source of irrigation and all-weather inland navigation in India? (UPSC 2017)

Floods need not be seen only as a hazard. If captured, stored and channelled scientifically, they can support irrigation in dry months and sustain river depth for navigation across seasons.

• Store excess monsoon water: Use reservoirs, check dams, farm ponds and recharge wells to retain flood flows. Dynamic reservoir rule curves can safely capture peak flows and release them later for Rabi irrigation and to maintain river depth.
• Recharge aquifers: Managed Aquifer Recharge, including underground transfer of floodwaters, can divert surplus water into depleted aquifers. This reduces flood peaks and creates a reliable groundwater source for wells and boreholes during dry periods.
• Link surplus to deficit basins: Inter-basin transfer through river linking can move floodwater from water-rich catchments to drought-prone areas, expanding irrigated area and reducing seasonal stress.
• Protect floodplains and waterways: Floodplain zoning, embankments, spurs and bank protection can guide water into a controlled channel, limit damage and improve self-scouring of rivers for navigation.
• Maintain navigable depth: Upstream storage and regulated releases help sustain least available depth in lean seasons. Locks, river training works and selective dredging at critical points can support all-weather inland navigation.

Thus, a basin-level, integrated water management approach can turn floods into a resource rather than a recurring loss. The key is to combine storage, recharge, regulated releases and ecological river management with strong coordination between the Centre and States.
