Implementation of Information and Communication Technology (ICT) based projects/programs usually suffers in terms of certain vital factors. Identify these factors and suggest measures for their effective implementation. (UPSC 2019)

ICT projects often fail not due to technology alone, but because of weak infrastructure, poor design and low institutional readiness.

• Factors: inadequate connectivity, power and last-mile access; delays in procurement and coordination; poor interoperability and fragmented data standards; computerisation without process re-engineering; shortage of skilled staff and low digital literacy; cybersecurity, privacy and trust concerns; language and accessibility barriers.
• Measures: strengthen broadband, cloud and data-centre infrastructure; use common standards, open APIs and shared platforms; redesign workflows before automation; build staff and user capacity; ensure security and privacy by design; provide multilingual, mobile-friendly and inclusive interfaces; and enforce time-bound monitoring with citizen feedback.

ICT initiatives should be treated as governance reforms, not mere IT projects, for transparent, efficient and accessible public services.
