Has the Indian governmental system responded adequately to the demands of Liberalization, Privatization and Globalization started in 1991? What can the government do to be responsive to this important change? (UPSC 2015)

Since 1991, India has moved from a closed economy to one that is more market-linked, open and competitive. The governmental system has responded, but not fully or evenly. It has shown reform capacity in trade, infrastructure and public administration, yet slow legal, labour and privatisation reforms still limit responsiveness.

• Positive response: New labour codes, GatiShakti, the National Logistics Policy and Mission Karmayogi show a shift from control to facilitation.
• Global integration: India has pursued more FTAs and export-led growth, reflecting better adaptation to globalisation.
• Gaps: Disinvestment remains slow, contract enforcement is weak, and state-level implementation is uneven.

To be more responsive, the government should simplify regulations, speed up courts and contract enforcement, deepen disinvestment with social safeguards, strengthen cooperative federalism, and build a more skilled, technology-driven civil service. It must move from rule-bound administration to outcome-oriented governance.
