India’s airport PPPs have become a key tool for capacity expansion and modernisation, mobilising private capital, improving terminal quality and boosting non-aeronautical revenue.

  • Development: Cochin pioneered the greenfield JV model; later, Delhi and Mumbai were upgraded through OMDA-based PPPs, while Bengaluru and Hyderabad emerged as major greenfield PPP hubs. The government now also uses airport privatisation and asset leasing to attract investment and recycle funds.
  • Challenges: Authorities face disputes over tariffs and user charges under AERA, frequent litigation, concentration of major airports in a few corporate hands, and the difficulty of balancing private profit with passenger welfare and regional connectivity. Land acquisition, labour transition and weak contract monitoring further complicate implementation.

Thus, airport PPPs have expanded infrastructure and efficiency, but require transparent regulation, competitive bidding and strong public oversight.
