Women’s empowerment is among the most effective ways to slow population growth, though not the only one. When women are educated, economically independent and able to decide on marriage and childbirth, fertility declines.

• Education and delayed marriage: Schooling improves awareness of family planning and reduces child marriage, thereby shortening the reproductive span.
• Autonomy and health rights: Control over income, mobility and household decisions enables contraceptive use and birth spacing. Reproductive choice is part of Article 21, and rights-based family planning improves maternal health and reduces unmet need.
• Evidence: India’s TFR has fallen to around replacement level, reflecting the impact of social change on fertility.

However, population stabilisation also requires male participation, accessible contraception and strong public health services, so empowering women is key but must be backed by wider reforms.
