Elaborate the policy taken by the Government of India to meet the challenges of the food processing sector. (UPSC 2019)

India has treated food processing as a strategic sector to reduce wastage, raise farmer income, create jobs and strengthen exports. The policy response combines infrastructure creation, credit support, formalisation of micro units, and incentives for scale and quality.

  • Infrastructure-led support: PMKSY promotes integrated cold chains, agro-processing clusters, preservation units and Operation Greens. These measures reduce post-harvest losses and improve value addition. By June 2026, 1,256 projects were operational, creating 294.21 lakh metric tonnes of annual capacity and benefiting over 37.76 lakh farmers.
  • Credit and investment support: The Agriculture Infrastructure Fund offers long-term debt support with 3% interest subvention for warehouses, cold chains and primary processing units. The AHIDF supports dairy and meat processing infrastructure.
  • Scale and competitiveness: The PLISFPI encourages production of ready-to-eat foods, processed fruits and vegetables, marine products and cheese. It aims to build global-scale capacity, boost exports and attract private investment.
  • Formalisation of micro enterprises: The PMFME scheme supports over 2 lakh unorganised micro units through credit-linked capital subsidy, ODOP-based branding and training. This helps small processors enter formal markets.
  • Quality and market access: The government is expanding food testing laboratories, strengthening standards, and promoting 100% FDI in food processing under the automatic route to attract technology and capital.
  • Skill and innovation: NIFTEM institutes support R&D, incubation and industry-ready training.

These policies show a shift from fragmented support to an integrated approach. The main challenge now is to ensure deeper reach, better compliance, and stronger linkages between farmers, processors and markets.
