In India, effective governance and people’s participation reinforce each other. A responsive State builds trust and encourages citizens to engage, while participation improves accountability, reduces leakages, and makes policies more relevant to local needs.

• Participation improves effectiveness: Gram Sabhas, social audits and local planning under the 73rd Amendment help identify real priorities, monitor delivery and expose corruption.
• Effective systems enable participation: Citizen Charters, Right to Service laws, e-governance platforms like CPGRAMS, MyGov and UMANG, and timely grievance redressal lower the cost of participation and make government accessible.
• Mutual dependence: Where officials act on complaints and plans, public trust rises; where they ignore them, participation falls into apathy and fatigue.

In India, the relationship is therefore cyclical: good governance deepens democratic participation, and active participation makes governance more transparent, efficient and legitimate at all levels.
