Discuss the impediments India is facing in its pursuit of a permanent seat in UN Security Council. (UPSC 2015)
India’s claim to a permanent UNSC seat is based on its population, economy, peacekeeping record and democratic legitimacy, but reform faces major impediments.

- Charter hurdle: UNSC enlargement needs a UN Charter amendment under Article 108, requiring a two-thirds UNGA majority and ratification by two-thirds of members, including all P5.
- P5 veto and politics: Any permanent member can block reform; China is the main obstacle, and the P5 are divided on whether new permanent members should get veto power.
- Opposition blocs: The Uniting for Consensus group backs only more non-permanent seats.
- Divisions among reformers: G4 and African positions differ on seat distribution and veto, weakening a common front.
Thus, India’s bid is strong, but UNSC reform is stalled by legal rigidity, great-power rivalries and lack of global consensus.
