Discuss the factors for localization of agro-based food processing industries of North-West India. (UPSC 2019)

North-West India has emerged as a major base for agro-based food processing because farm surplus, markets and infrastructure are closely linked.

• Raw material base: Punjab, Haryana and western Uttar Pradesh supply wheat, paddy and milk; Rajasthan provides mustard, bajra and spices; Jammu & Kashmir and Himachal Pradesh supply fruits like apple, walnut and cherry.
• Assured supply: High cropping intensity, irrigation from canals and tubewells, and specialised farming in hill and arid areas reduce raw-material risk.
• Market and connectivity: Proximity to Delhi-NCR ensures a large urban market, while strong road, rail and freight networks cut transport and storage costs and aid exports.
• Support factors: Mega food parks, cold chains, contract farming, and institutions such as PAU, NDRI and NIFTEM improve technology, quality and investment climate.

Thus, localisation is driven by surplus produce, market access, efficient transport and policy-backed processing infrastructure.
