“Demographic Dividend in India will remain only theoretical unless our manpower becomes more educated, aware, skilled and creative.” What measures have been taken by the government to enhance the capacity of our population to be more productive and employable? (UPSC 2015)

India’s demographic dividend can become real only if young people are educated, skilled and job-ready. The government has therefore shifted focus from access alone to learning outcomes, employability and innovation.

  • School education: NEP 2020 promotes multidisciplinary, skill-based learning under the 5+3+3+4 structure, with digital literacy, AI and computational thinking. NIPUN Bharat aims at universal foundational literacy and numeracy.
  • Higher education: Reforms seek greater flexibility, quality and industry linkage. The proposed Viksit Bharat Shiksha Adhishthan is meant to streamline regulation and improve standards.
  • Skilling and jobs: Skill India Digital Hub, PM Internship Scheme and PM-SETU connect training with market needs. PM Viksit Bharat Rozgar Yojana gives incentives for first jobs and manufacturing employment.
  • Innovation and entrepreneurship: Atal Innovation Mission, AVGC creator labs, PM Vishwakarma and MUDRA support creativity, self-employment and micro-enterprises.

By combining education reforms, targeted skilling, apprenticeships and enterprise support, the state is building a more productive workforce. Sustained delivery and quality are now crucial to convert demographic potential into economic gain.
