- Strategic vulnerability: Moldova’s neutrality and limited deterrent capacity make it easier to target than NATO members. Russian troops in Transnistria, despite constitutional neutrality, remain a constant source of instability.
- Hybrid escalation: Airspace violations, cyberattacks, disinformation and economic pressure can be used below the threshold of war. Such actions blur the line between peace and conflict and weaken state resilience.
