Can the strategy of regional-resource-based manufacturing help in promoting employment in India? (UPSC 2019)

Yes. Regional-resource-based manufacturing can create large-scale employment because it uses local raw material, local skills and local demand. It is especially suitable for labour-rich India, where agriculture still supports a large share of workers and many need non-farm jobs.

• Employment generation: MSMEs are the second-largest employer after agriculture, and regional units in food processing, coir, bamboo, leather, handloom and crafts are highly labour intensive.
• Rural diversification: It absorbs surplus farm labour into agro-processing, dairy, fisheries and allied activities, raising incomes and reducing distress migration.
• Inclusive growth: Schemes like ODOP, PMFME, PM Vishwakarma and PMEGP help convert local products into marketable goods, with strong scope for women and informal workers.
• Exports and value addition: Local manufacturing improves quality, branding and export earnings, strengthening district economies.

However, success depends on credit, power, transport, storage, testing labs and stable markets. Thus, with cluster-based infrastructure and easy finance, regional-resource manufacturing can become a major driver of employment in India.
