Can Civil Society and Non-Governmental Organizations present an alternative model of public service delivery to benefit the common citizen? Discuss the challenges of this alternative model. (UPSC 2021)

Civil society organisations and non-governmental organisations can certainly offer an alternative model of public service delivery. They are often closer to communities, more flexible than the state, and better able to reach vulnerable groups where government machinery is weak.

How they help

• Last-mile reach: They serve remote, tribal, informal and urban poor communities through health, education, livelihoods and disaster relief.
• Innovation and low cost: Many NGOs use simple, scalable models such as cross-subsidy in healthcare, mechanised meals, or digital advisories for farmers.
• Empowerment and participation: Self-help groups, women’s collectives and rights-based groups build local ownership and dignity.
• Accountability: Social audits, public hearings and community monitoring improve transparency in welfare delivery.
• Quick response: They can act faster than bureaucracy during floods, pandemics or migration crises.

Why the model faces limits

• Funding uncertainty: Dependence on CSR, grants and donations makes work short-term and project-based.
• Compliance burden: Rules under FCRA, tax law and digital reporting increase costs and reduce flexibility.
• Weak scale: Most organisations remain local and cannot match the reach, staffing and budget of the state.
• Accountability concerns: Lack of audited accounts, uneven capacity and poor governance can weaken trust.
• Coordination gaps: Overlap with government schemes and weak linkages with Panchayats can cause duplication.

Thus, civil society cannot replace the state, but it can complement it by bringing innovation, inclusion and trust to service delivery. The best model is a partnership where the state funds and regulates, while credible NGOs and CSOs help deliver services efficiently and locally.
