Assess the main administrative issues and socio-cultural problems in the integration process of Indian Princely States. (UPSC 2021)

Integration of over 560 princely states after 1947 was vital but difficult.

  • Administrative issues: States had varied laws, revenue systems, courts, police, currencies and services. These had to be standardized through accession, covenanting and later reorganisation. Many states were scattered and non-contiguous, requiring mergers like Rajasthan, PEPSU and Saurashtra.
  • Security and finance: Princely forces, debts, customs barriers and fiscal disparities had to be managed. Sensitive cases such as Hyderabad, Junagadh and Jammu & Kashmir demanded military, diplomatic and constitutional handling.
  • Socio-cultural problems: Feudal landholding, begar, caste hierarchies, low literacy and ruler-majority communal divides complicated democratization and citizenship. Linguistic and regional anxieties also surfaced during merger.

Thus, integration was a political, administrative and social transformation from fragmented monarchy to a unified democratic Union.
