Assess the importance of the Panchayat system in India as a part of local government. Apart from government grants, what sources can the Panchayats look out for financing developmental projects? (UPSC 2018)

The Panchayat system is the constitutional base of local self-government in rural India. It brings democracy to the village level, improves inclusion, and allows local planning for local needs.

  • Grassroots democracy: The 73rd Constitutional Amendment gave Panchayats a three-tier structure and legal status under Part IX, making governance more participatory through Gram Sabhas.
  • Social justice: Reservation for Scheduled Castes, Scheduled Tribes and women has widened representation and leadership from weaker sections.
  • Local planning: Panchayats prepare development plans for subjects listed in the Eleventh Schedule, so works in water, sanitation, roads, housing and livelihoods can match village priorities.
  • Service delivery: They help implement major schemes such as MGNREGA, Jal Jeevan Mission and PMAY-G, bringing administration closer to people.
  • SDG localisation: They are vital for achieving sustainable development goals at the village level through need-based action.

Sources of finance for developmental projects, apart from government grants:

  • Own source revenue: taxes on property, markets, shops, vehicles, professions, and fees such as licence fees and fines.
  • User charges: charges for water supply, sanitation, solid waste collection, street lighting and public facilities.
  • Income from local assets: rent, lease or auction of ponds, markets, common lands, ferries and community buildings.
  • Borrowings: bank loans and institutional credit, where viable, for revenue-generating projects.
  • CSR funds and donations: support from companies, NGOs, philanthropists and the local diaspora.
  • Public-private partnerships: for projects like waste management, lighting, rural tourism and water supply.

Thus, Panchayats are not only a democratic institution but also the backbone of decentralised development. Their financial health must improve through stronger own revenue, better asset management and wider local participation.
