Analyse the multidimensional challenges posed by external state and non-state actors to the internal security of India. Also discuss measures required to be taken to combat these threats. (UPSC 2021)

India’s internal security is increasingly challenged by external state and non-state actors using proxies, drones, narcotics, cyber tools and propaganda to exploit social, economic and geographic vulnerabilities.

• State-backed threats: External states support proxy groups for infiltration, terror and sub-conventional warfare, keeping conflict below open war while inflicting repeated casualties and instability.
• Non-state actors: Terror outfits, insurgents, smugglers and cyber syndicates operate in flexible networks, spread communal fear, finance violence through drugs and arms, and target critical infrastructure.
• New dimensions: Drone smuggling, remote weapon delivery, narco-terror links and AI-enabled cyber attacks have lowered the cost of disruption and increased deniability.
• Border and social impact: Porous borders in Jammu and Kashmir, Punjab and the North-East aid infiltration, trafficking and radicalisation, aiming at physical harm, social polarisation and erosion of trust in the state.

• Response: Strengthen smart fencing, sensors, anti-drone systems, night surveillance and integrated command centres; improve real-time coordination among armed forces, police, intelligence, NCB, customs and cyber agencies; protect critical digital infrastructure and build specialised cyber units; target narcotics, terror finance and money laundering; promote border development, jobs and community participation; and use diplomacy, deterrence and intelligence cooperation to isolate state sponsors.

A durable response must combine hard security, technology, intelligence, development and diplomacy to deny space to proxies and secure India’s physical and digital frontiers.
