Analyse the complexity and intensity of terrorism, its causes, linkages and obnoxious nexus. Also suggest measures required to be taken to eradicate the menace of terrorism. (UPSC 2021)

Terrorism has become fragmented, border-linked and technology-driven, making it harder to detect and defeat.

• Complexity and intensity: It now includes lone-wolf attacks, online radicalisation, drone use and encrypted communication. Its lethality is concentrated in weak states, conflict zones and digital ecosystems, even if global deaths have declined overall.
• Causes and linkages: Weak governance, civil wars, safe havens, ideological extremism, youth unemployment, alienation and political grievances create fertile ground. A crime-terror-narco nexus sustains violence through narcotics, arms smuggling, hawala, forged documents, cyber fraud and misuse of digital wallets, often linking terrorism with insurgency and hybrid warfare.
• Measures: Strengthen border, coastal and anti-drone security; ensure real-time intelligence sharing; disrupt terror finance by tracking hawala, crypto and shell entities; expand cyber monitoring; and improve coordination among police, NIA, intelligence agencies and states.

Alongside security action, counter-radicalisation through education, community engagement, prison de-radicalisation, credible messaging, speedy trials and victim support is essential to dismantle the terror ecosystem.
