Kaleshwaram Project Barrages Undergo Major Rehabilitation

The Kaleshwaram irrigation project barrages are set for extensive repairs following a detailed safety review. After two years of controversy and political debate, the government has decided to act on the recommendations of the National Dam Safety Authority (NDSA). Rehabilitation and restoration of the Medigadda, Annaram, and Sundilla barrages will be undertaken by reputed design agencies. This move aims to address serious structural flaws and ensure the long-term safety of the project.
Background and Recent Developments
The Medigadda barrage, the main structure of the Kaleshwaram project, experienced sinking of some piers in October 2023. This incident occurred just before state assembly elections and triggered political accusations against the ruling party for compromising project quality. The National Dam Safety Authority was tasked with investigating the incident. Its final report, submitted in April 2025, revealed design and construction deficiencies in all three barrages.
Findings of the National Dam Safety Authority
The NDSA’s 378-page report brought into light serious structural distress in the Medigadda, Annaram, and Sundilla barrages. It found that the two upstream barrages, Annaram and Sundilla, were unsafe for use without immediate repairs. The report recommended the preparation of detailed rehabilitation designs by experienced institutions. It also called for these designs to be reviewed by the Central Water Commission to ensure compliance with safety standards.
Government Response and Rehabilitation Plans
Following the NDSA report, the government issued a call for Expressions of Interest (EOI) from reputed design agencies. These agencies will prepare the rehabilitation and restoration plans based on the NDSA’s investigations. The Irrigation and Command Area Development Department set a submission deadline for October 15. The Central Designs Organisation will oversee the empanelled agencies and ensure the rehabilitation designs meet technical and safety requirements.
Justice P.C. Ghose Commission Report
In addition to the NDSA, a Justice P.C. Ghose Commission was appointed in March 2024 to investigate alleged irregularities in the project’s planning, design, construction, and maintenance. The commission submitted its findings on July 31, 2025. It pointed out multiple lapses across various stages of the project development. These findings have added to the urgency for corrective action.
Political Reactions and Impact on Farmers
The ruling party criticised the previous government for delaying repairs under the pretext of investigations. It claimed that farmers suffered due to this inaction. The opposition, however, held the ruling party responsible for the initial construction flaws. The controversy has brought the project’s structural integrity and governance into sharp focus.
