Himachal Pradesh Launches Digital Land Registration System

The Himachal Pradesh government has introduced the ‘My Deed’ National Generic Document Registration System (NGDRS) pilot project. This initiative aims to simplify land registration and make it more accessible for citizens. The new system reduces the need for multiple visits to government offices and promotes digital governance.
Introduction of NGDRS Pilot Project
The NGDRS pilot has been launched in ten tehsils across Himachal Pradesh. It allows citizens to apply for land registration online at any time. The system requires only one physical visit to the tehsil office, streamlining the entire process. This digital shift saves time and effort for landowners.
Expansion of Digital Tools in Revenue Department
Alongside NGDRS, the government introduced new digital tools. These include a simplified Jamabandi format written in easy Hindi, replacing older languages like Urdu and Farsi. The e-Roznamcha Vakyati enables Patwaris to keep digital daily records. Kaarguzari is an online attendance and work reporting system for staff. These tools aim to improve transparency and efficiency.
Goals of Digital Reforms
The reforms focus on making government services paperless, presence-less, and cashless. Citizens can access services from home without repeated office visits. The state government commits to transparent and responsive governance through technology.
Upcoming Digital Modules and Integration
The Chief Minister has directed the National Informatics Centre and the Department of Digital Technologies and Governance to fast-track new digital modules. These include a digitally signed Jamabandi to avoid physical visits for land record copies. An online revenue court management system will allow digital filing of petitions and case tracking. The mutation register will be linked directly to Jamabandi for faster updates.
Implementation and Administrative Directives
Deputy Commissioners have been instructed to implement these reforms actively. The ‘Khangi Takseem’ mission will focus on simplifying jointly owned land records. The ‘Single Khata, Single Owner’ concept aims to make land records clearer and easier to manage. These steps will reduce bureaucratic delays and improve public service delivery.
