Goa Launches Majhe Ghar Housing Regularisation Scheme

The Government of Goa launched the ‘Mhaje Ghar’ Yojana in 2025 to regularise houses on government and community lands. Union Home Minister Amit Shah inaugurated the scheme at Dr Shyama Prasad Mukherjee Indoor Stadium, Taleigao. The scheme grants ownership rights to long-time residents and addresses legal housing anomalies. Alongside, projects worth over ₹2,452 crores were inaugurated across Goa. This initiative is expected to benefit nearly half of Goa’s population by providing legal security to 11 lakh people.

Background and Purpose of Mhaje Ghar Yojana

The ‘Mhaje Ghar’ Yojana aims to formalise housing for residents living on government or community lands without legal ownership. It targets long-term occupants by regularising their homes and granting property rights. The scheme addresses irregular constructions and legal ambiguities under acts like the Goa Land Revenue Code, Goa Regularisation of Unauthorized Constructions Act, and the Forest Rights Act. This initiative reflects the government’s commitment to housing reforms and social welfare.

Launch Event and Key Participants

The launch event was held in Taleigao with Union Home Minister Amit Shah, Goa Chief Minister Dr Pramod Sawant, Union Minister of State Shripad Naik, and Revenue Minister Atanasio Monserrate in attendance. Certificates, orders, and sanads were distributed to beneficiaries. A legal and administrative compendium of the scheme was released to streamline implementation. This high-profile launch brought into light the government’s focus on housing regularisation and infrastructure development.

The scheme benefits approximately 11 lakh people, nearly half of Goa’s population. It provides legal ownership rights, ensuring housing security and dignity. By resolving ownership disputes, it promotes social stability and economic empowerment. Related Infrastructure and Technology Initiatives

Alongside ‘Mhaje Ghar’, several infrastructure projects were inaugurated. These include redevelopment of the Junta House, new government quarters at St Inez, a circuit house at Altinho, and the Chhatrapati Shivaji Maharaj Museum at Farmagudi. Technological upgrades include e-witness rooms for North and South Goa, the Goa Police Mobile App, a 1930 Cyber Helpline Cloud Call Centre, and mobile forensic vans. The Dental College Hostel at Bambolim and Campal Green Space in Panaji were also inaugurated, reflecting a holistic approach to development.
