China and Canada Restore Bilateral Relations
China and Canada announced the restoration of bilateral relations in May 2026 after a period of strained ties that began in 2018. The two countries agreed to resume high-level political and security talks, expand cooperation across multiple sectors, and continue dialogue on trade and national security.
Diplomatic Engagement
China’s Foreign Minister Wang Yi visited Ottawa from 28 May 2026, which was the first visit by a Chinese foreign minister to Canada in ten years. On 29 May 2026, Wang Yi met Canadian Prime Minister Mark Carney and Foreign Affairs Minister Anita Anand in Ottawa. The two sides agreed to resume consultations on political and security issues at the foreign ministry level. They also agreed to restart high-level dialogue on national security and the rule of law.
Background of Strained Ties
Bilateral relations deteriorated after Canada detained Huawei Chief Financial Officer Meng Wanzhou in 2018. China later detained Michael Spavor and Michael Kovrig, and the two cases became central to the diplomatic dispute. Mark Carney visited Beijing in January 2026 and met Chinese President Xi Jinping. During that visit, the two sides reached a preliminary trade deal that included tariff reductions on Canadian agriculture products and Chinese electric vehicles.
Trade and Economic Cooperation
Canada and China signed economic and trade cooperation documents in agriculture, new materials, clean energy, finance, and education during the January 2026 visit. Bilateral trade reached nearly US$90 billion in 2025, which was a 4.9% increase from the previous year. Canada remained China’s second-largest trading partner in 2025. Canada also set a target to increase exports to China by 50% by 2030.
