State Energy Efficiency Index 2024

The State Energy Efficiency Index (SEEI) 2024, released by the Union Ministry of Power, ranks Maharashtra first among 36 states and Union Territories (UTs) for fiscal year 2023-24. The index evaluates energy efficiency across multiple sectors and provides insights to accelerate India’s journey towards net-zero emissions by 2070 and a 45 per cent reduction in emissions intensity by 2030.

SEEI 2024

The SEEI 2024 was developed by the Bureau of Energy Efficiency (BEE) and the Alliance for an Energy Efficient Economy (AEEE). It covers seven demand sectors – buildings, industry, transport, electricity distribution companies (DISCOMs), agriculture, municipal services, and cross-sector initiatives. The index uses 66 indicators to assess state performance comprehensively.

State Rankings and Categories

  • Maharashtra topped Group 1 states with over 15 million tonnes of oil equivalent energy consumption.
  • Andhra Pradesh led Group 2 (5–15 million tonnes), Assam topped Group 3 (1–5 million tonnes), and Tripura led Group 4.
  • Compared to 2023, the number of ‘Front Runner’ states reduced from seven to five.
  • Andhra Pradesh, Karnataka, Maharashtra, Telangana, and Tamil Nadu retained this status.
  • Assam and Kerala were classified as ‘Achievers’ with scores between 50 and 60 per cent.
  • Haryana, Punjab, Rajasthan, Odisha, and Uttar Pradesh fell under ‘Contenders’ scoring 30 to 50 per cent.

Key Sectoral Progress

  • Twenty-four states have notified the Energy Conservation Building Code (ECBC) 2017.
  • Thirty-one states implemented electric mobility policies.
  • Fourteen states mandated EV charging infrastructure in buildings.
  • Thirteen states promoted solar-powered agricultural pumps.
  • All states and UTs prepared State Energy Efficiency Action Plans.
  • Thirty-one states established State-Level Steering Committees on Energy Transition led by Chief Secretaries.

Policy Innovations

The index reflects evolving national priorities such as the Energy Service Companies (ESCO) model, star rating for buildings, MSME cluster profiling, and the expansion of the Perform, Achieve, and Trade (PAT) scheme. Demand-side incentives for electric vehicles and DISCOMs’ demand-side management efforts are also key focus areas. These measures aim to provide low-cost and impactful solutions to reduce emissions across sectors.
