    13-boiling point decreases with the decrease in atmospheric pressure .shimla is at hill so the atmospheric pressure there will be low.

    @RAJEEV .. Boiling Point decreases with increase in atmospheric pressure.. So at high altitudes, since pressure is high, water boils at lower temperature. :)
