NGT Orders Pollution Report on Markanda River

NGT Orders Pollution Report on Markanda River

The National Green Tribunal (NGT) has mandated detailed reports from Himachal Pradesh and Haryana’s Pollution Control Boards and the Sirmaur deputy commissioner regarding water pollution in the Markanda River. This directive follows concerns about industrial effluents contaminating the river, which is considered sacred and vital for local communities.

NGT’s Directives

The NGT has instructed the Himachal Pradesh State Pollution Control Board (HPSPCB) to report on the number and status of drains entering the Markanda River. They must also assess industrial connections to the Common Effluent Treatment Plant (CETP) and Zero Liquid Discharge (ZLD) compliance. Both Himachal and Haryana boards are to analyse water samples for pollutants.

Effluent and Sewage Concerns

Justice Arun Kumar Tyagi’s order requires sampling at all sewage discharge points. If effluents are detected, Pollution Boards must explain and propose remedial measures. The Kala Amb Infrastructure Development Company must report on effluent transportation and water quality at discharge points.

Petition Background

The NGT’s action stems from a 2022 petition by Dharamvir, alleging industrial pollution in the Markanda River by units in Kala Amb. The river, a Ghaggar tributary, flows through Himachal and Haryana, supporting local communities and ecosystems.

About National Green Tribunal (NGT)

The National Green Tribunal (NGT) is a specialised judicial body in India established in 2010. It addresses environmental protection and conservation of forests and natural resources. The NGT ensures expeditious disposal of cases related to environmental issues, enforcing legal rights and providing relief and compensation for damages to people and property.

About Markanda River

The Markanda River is a tributary of the Ghaggar River, originating in the Shivalik hills at the Haryana-Himachal Pradesh border. It flows through Himachal Pradesh before entering Haryana, where it merges with the Ghaggar River. The river holds religious significance and is crucial for the agriculture and livelihoods of communities along its banks.

About Common Effluent Treatment Plant (CETP)

A Common Effluent Treatment Plant (CETP) is a facility designed to treat industrial wastewater from multiple industries. It aims to reduce pollution by treating effluents before they are discharged into water bodies. CETPs are crucial for managing industrial waste in areas with numerous small and medium enterprises lacking individual treatment solutions.

About Zero Liquid Discharge (ZLD)

Zero Liquid Discharge (ZLD) is a wastewater management strategy that ensures no liquid waste is discharged into the environment. It involves recycling and reusing wastewater, recovering valuable by-products, and minimising environmental impact. ZLD is increasingly adopted by industries to comply with environmental regulations and promote sustainable water management.
