National Pulses Mission Boosts Farmer Income and Production

The Union Cabinet, led by Prime Minister Narendra Modi, approved the National Pulses Mission and increased Minimum Support Prices (MSP) for rabi crops in 2025. These steps aim to improve food security, farmer welfare, and agricultural productivity. The mission targets self-sufficiency in pulses and higher farmer incomes by 2030–31.

National Pulses Mission Overview

The mission plans to raise pulses production from 24.2 million tonnes in 2024–25 to 35 million tonnes by 2030–31. It focuses on 416 districts with rice fallow areas. The programme includes use of quality seeds, intercropping, irrigation, market linkages, and technical support. Procurement of tur, urad, and lentils at MSP will be guaranteed at 100%. The mission’s budget is ₹11,440 crore for 2025–26.

MSP Increase for Rabi Crops

The government raised MSPs for rabi crops to ensure farmers receive up to 109% returns over cost. Key MSP hikes include safflower by ₹600, lentils by ₹300, rapeseed and mustard by ₹250, chana by ₹225, barley by ₹170, and wheat by ₹160 per quintal. This aligns with the 2018–19 budget commitment to set MSPs at least 1.5 times the weighted average cost of production.

Impact on Farmer Income and Welfare

Since 2014–15, MSPs have more than doubled under the Modi government. For example, wheat MSP rose from ₹1400 to ₹2585 per quintal, lentils from ₹2950 to ₹7000, and chana from ₹3100 to ₹5875. These increases aim to boost farmer incomes, dignity, and food security. The government emphasises transparency, scientific methods, and farmer welfare in implementing these policies.

Strategic Importance of Pulses

Pulses are vital for nutrition and soil health. Increasing their production reduces import dependence and strengthens food security. The mission’s focus on rice fallow areas utilises otherwise unproductive land. Enhanced pulses farming supports crop diversification and sustainable agriculture.

Government’s Farmer-First Approach

The decisions reflect a commitment to prioritise farmers. By ensuring fair prices and supporting production, the government aims to enhance rural livelihoods. These policies form part of a broader strategy to modernise agriculture and ensure long-term sustainability.
